Red Cell was created to test the security systems and counter-terrorism capabilities of the United States. It operated under Marcinko's command, penetrating secure facilities belonging to the Army, Navy, and Airforce. Marcinko claims in the book that his operations caused much consternation in the higher echelons of the armed forces. He also portrays life in the SEALS with frankness and humor.
